Perl の source code を exe に変換する。 PAR - Perl Archive Tookit
web 上の資料を読む事で、現在はActivePerl *1 を入れて、
PPMの参照場所を追加して通常の Install 手順で
いけるじゃないかなと思いましてやったら出来ました。

PPM version 3.4. の場合
>ppm ppm> rep add bribes http://www.bribes.org/perl/ppm
あとは PPM で Install
ppm> s PAR ppm> *検索結果が出てきます。 ppm> i *PPMのhelpを観て、後は、好きなversion[バージョン]のやつを Install して下さい。
>pp -V
